What this framework covers
The Digital Maturity Assessment was designed by the European Commission’s Joint Research Centre to give the European Digital Innovation Hubs a common basis for assessing their beneficiaries. It structures digital maturity into six dimensions: digital strategy and investment, digital readiness, human centricity and skills, process and operations management, data and artificial intelligence technologies, and green and sustainable digital practices. Each dimension produces a score, and together they give an overall position on a progression scale.
The difficulty starts when it needs to become a steering tool. The reference questionnaire is self-reported and designed for a one-off engagement. Three questions come up repeatedly: who answers, senior management or the teams that actually run the processes? How do you compare two business units when one has a recent ERP and the other a legacy application estate? And what do you do with an overall score that masks one very low dimension, often skills or data governance?
One common confusion is worth clearing up: the acronym DMA also refers to the Digital Markets Act, Regulation (EU) 2022/1925 on digital markets. The two have nothing in common. The Digital Maturity Assessment is neither a regulation nor a certifying standard. It imposes no binding requirement and no body issues an attestation. It is a shared European assessment framework, useful precisely because it makes results comparable between organisations, between countries and over time.
An assessment questionnaire tells you where you stand. A maturity diagnostic tells you how to progress. The difference lies in the scale: each question is backed by five levels describing observable practices, and the gap between the level found and the level targeted directly generates an action. The framework is ready to use in Datamensio. Frequently asked questions
Can the Digital Maturity Assessment be certified?
No. It is a digital maturity assessment framework, with no binding requirement and no certifying body. Its value lies in its European reach: results are comparable between organisations and over time.
What is the difference with the Digital Markets Act?
Both carry the acronym DMA but cover different subjects. The Digital Markets Act is Regulation (EU) 2022/1925 governing large digital platforms. The Digital Maturity Assessment is a framework for assessing the digital maturity of organisations.
How does this assessment go further than the original questionnaire?
The original questionnaire produces a positioning. The Datamensio assessment backs each question with five levels of observable practices, sets a target and turns the gap into actions. The AI groups these actions into a prioritised roadmap, with cost, timeframe and expected impact on the score.
How long does the assessment take?
The short version can be completed in a single working session. The full version, run collaboratively with several contributors, generally takes one to two weeks, most of the time being spent gathering input from business teams and IT.
Can the framework be adapted to our sector?
Yes. Themes, questions and levels can all be edited. The AI can rephrase the framework in your sector’s vocabulary or build a variant from your internal documents. You keep full control of the framework.
How do you compare several business units?
Each entity is assessed against the same framework, which makes scores comparable by theme. The benchmark positions each entity against the others and against its own past assessments. A cross-cutting roadmap consolidates shared actions.
Do respondents need technical expertise?
The questions cover management and organisational practices, not technical configurations. Some dimensions, such as infrastructure or data, require input from an IT contact: the collaborative mode allows these questions to be assigned to the right person.
