What this framework covers
Regulation (EU) 2016/2031, applicable since 14 December 2019, replaces Directive 2000/29/EC and sets out the Union’s plant health regime. It categorises pests (Union quarantine pests, priority pests, protected zone quarantine pests, regulated non-quarantine pests), requires professional operators to register, extends the plant passport to movements of plants for planting within the Union, and requires a phytosanitary certificate for imports. It also requires immediate notification to the competent authority as soon as a quarantine pest is suspected.
In practice, the difficulty is not knowing the text: it is knowing where each site actually stands. Who issues plant passports, on what documentary basis, and who checks that the batch really matches the declared traceability unit? Do movement registers allow a batch to be traced back upstream and forward downstream within the timeframe an inspector expects? Can production teams recognise a suspect symptom and know who to report it to the same day?
One confusion comes up often: Regulation 2016/2031 is the framework text, while implementing Regulation (EU) 2019/2072 sets out the operational lists, regulated pests, plants subject to bans or specific requirements. These lists change regularly, particularly for priority pests, which require contingency plans, simulation exercises and enhanced surveillance programmes. A framework judged solid two years ago may have drifted simply because the list applicable to a cultivated species has changed.
A compliance audit ends with a binary finding: the obligation is met or it is not. A maturity assessment answers a different question: at what level of control does the practice sit, and what precise action moves it up a level. An operator may be authorised to issue plant passports while running a verification process that rests on a single person. The assessment makes this gap visible, quantifies it and prioritises it before an inspection picks it up.

Frequently asked questions
Can Regulation (EU) 2016/2031 be certified?
No. It is a directly applicable EU regulation, and compliance is checked by competent authorities through official controls, notably under Regulation (EU) 2017/625. Datamensio measures the maturity of your framework and prepares you for these controls; it does not issue any certificate.
What is the difference between this assessment and a regulatory audit?
An audit ends with a finding of compliance or a gap against a given obligation. The assessment places each practice on a five-level maturity scale and identifies the action that moves it up a level. The two are complementary: the assessment prepares, the audit validates.
How long does the assessment take?
The short version can be completed in one working session. The full version, run collaboratively with quality, production and logistics, typically takes one to two weeks, most of the time being spent gathering registers and supporting evidence.
Can the framework be adapted to our sector?
Yes. Themes, questions and levels can all be changed, and the AI can produce a version tailored by sector or by site based on your procedures. You remain the owner of the framework, which means you can reuse it from one season to the next.
How does this assessment relate to Regulation (EU) 2019/2072?
2016/2031 sets the framework, 2019/2072 establishes the lists of regulated pests and specific requirements. The two frameworks share some themes: a cross-cutting roadmap consolidates them without duplicating actions.
Can several sites be compared with each other?
Yes. The same framework is deployed across each business unit, making scores comparable by theme. Benchmarking also covers your own history, from one assessment to the next.
Does answering require plant health expertise?
The questions cover organisation, records and procedures, not the identification of pests. A quality manager can answer them; technical points can be assigned to the crop supervisor or the plant health manager in collaborative mode.
