What this framework covers
Directive 91/676/EEC aims to reduce water pollution caused by agricultural nitrates. It requires Member States to monitor nitrate concentrations, designate vulnerable zones, establish codes of good agricultural practice, and attach action programmes to them, revised every four years. These programmes set closed periods for spreading, conditions for application on sloping, frozen or waterlogged land, minimum storage capacity for livestock effluent, requirements for balanced fertilisation, and the ceiling of 170 kg of organic nitrogen per hectare per year.
In practice, the difficulty does not come from the European text but from its national and regional transposition, which changes the applicable rules from one site to another. Is the forecast fertilisation plan drawn up before the campaign, or reconstructed afterwards for an inspection? Is the spreading record kept plot by plot, with the rates actually applied? Does storage capacity cover the longest closed period, including in a wet year? Are the spreading plans of third parties, contractors or biogas plants, factored into the site’s nitrogen balance?
One point of context is often underestimated: the nitrates directive does not stand alone. It interacts with the Water Framework Directive, with CAP conditionality measures and, for agrifood manufacturers, with the spreading plans for their own effluents and sludge. The designation of vulnerable zones evolves as monitoring campaigns progress: a site outside a zone at one point can later fall within it, and find itself subject to storage and record-keeping obligations it had never organised.
A compliance audit settles the matter: the operation or site meets the action programme, or it shows a sanctionable gap. The maturity assessment answers a different question: at what level of control do practices sit, and what specific action moves them up a level. Between a paper record retrieved on request and nitrogen management steered plot by plot with residual nitrogen analyses, there are several levels, and these are what describe the trajectory of an agronomic transformation programme.

Frequently asked questions
Can the nitrates directive be certified?
No. It is a European directive transposed into national law, checked by the administration and by bodies controlling CAP conditionality. The assessment measures the maturity of practices and prepares for these inspections, it does not issue any certificate.
What is the difference between this assessment and a compliance audit?
An audit checks compliance with the action programme and concludes with either compliance or a gap, with administrative consequences. The assessment places practices on a maturity scale and indicates the action that moves them up. The two complement each other: the assessment anticipates, the audit sanctions.
Does the framework account for regional action programmes?
The core covers the obligations of the directive and the national action programme. Regional specifics, spreading calendars, reinforced action zones, local ceilings, are added by adapting the framework, question by question.
How long does the assessment take?
The short version takes 20 to 30 minutes per site. The full version, run collaboratively between the environment manager, agronomic adviser and farm manager, spans one to two weeks, most of the time spent gathering fertilisation plans, records and capacity calculations.
Can the framework be adapted to our sector?

How do you compare several sites or farms?
Each assessment produces a score by theme. The benchmark compares business units against each other and each site against its previous campaigns. A cross cutting roadmap consolidates recurring gaps, and the AI groups them into prioritised actions at group or catchment level.
What does the assessment produce at the end?
A score by theme, a target level, and the action plan derived from the gap between the two: storage to be resized, records to be structured, soil cover to be revised. Each item in the plan can be matched against a service with its cost, timeframe and impact on the score.
