What this framework covers

Directive 2000/60/EC organises water policy by river basin district. It requires Member States to achieve good ecological and chemical status for surface water bodies, good quantitative and chemical status for groundwater, and to prevent any further deterioration. Articles 4, 11 and 16 set out environmental objectives, programmes of measures and the control of priority substances. For an extractive operation, the requirement is set out in the site’s operating permit: abstraction conditions, emission limit values, self-monitoring, site restoration and management of dewatering.

In practice, oversight is difficult because the obligation applies not to the site but to the receiving water body. Do you know the status and objectives of the water body you discharge into, and the deadline set by the river basin plan? Does your self-monitoring data demonstrate the absence of deterioration, or only occasional compliance with your limit values? Is drawdown from dewatering tracked with the same rigour as discharge quality? Many operators hold abundant data without being able to build the demonstration expected by the inspectorate.

Two contextual factors weigh on the current period. First, the case law of the Court of Justice, stemming from the Weser ruling, requires every project to be assessed against the risk of degrading a quality element, which shifts the burden of proof onto the operator during permit renewals and extensions. Second, the revision of priority substance lists and daughter directives, notably 2006/118/EC on groundwater, tighten the parameters to be monitored. A common confusion persists: the framework directive is not a discharge standard, it is a framework of environmental objectives.

A compliance audit concludes with a gap or a pass on a given requirement: the limit value is met, the piezometer is in place, the register exists. The maturity assessment answers a different question: what level of control do your water management practices sit at, and what precise action moves each theme up a level. The two complement each other. The assessment prepares the inspection and the renewal file, the audit validates it.

Frequently asked questions

Is the Water Framework Directive certifiable?

No. It is a European directive transposed into national law, whose obligations apply to the operator through its permit and through river basin planning documents. No body issues a certificate against this text. Datamensio measures the maturity of your practices and prepares the inspection or the renewal file, it does not certify anything.

What is the difference between this assessment and a regulatory compliance audit?

The audit checks requirement by requirement and concludes with a gap or a pass. The assessment places your practices on five maturity levels and indicates, for each theme, the action that moves you up a level. The assessment builds a trajectory, the audit validates a state at a given date.

How long does the assessment take?

The short version can be completed in a single session by the site’s environmental manager. The full version, run collaboratively with operations, maintenance and the laboratory, takes one to two weeks, most of the time being spent gathering supporting documents and measurement series.

Can the framework be adapted to our type of operation?

Yes. Questions, levels and themes can be edited, and the AI produces a variant based on your permits, self-monitoring plans or impact assessments. An alluvial quarry in an aquifer and an underground mine with dewatering do not share the same sensitive points.

How does this assessment fit with the Groundwater Directive and the Extractive Waste Directive?

These texts rely on common data: piezometry, aquifer quality, behaviour of waste rock and tailings. Cross-cutting roadmaps consolidate several audits to avoid duplicating actions, and the AI groups convergent gaps into a single prioritised workstream.

Can several sites be compared with each other?

Yes. The same framework run across several operations produces a score by theme and by site, with benchmarking between business units and comparison with previous campaigns. This is the basis for decisions on allocating water management investment.

Is the action plan costed?

Each gap between the score and the target generates an action plan item, to which the service catalogue attaches a solution with its cost, timeframe and expected impact on the score. You make decisions based on order-of-magnitude figures, not intentions.

Where is the data hosted?
