What this framework covers
Directive (EU) 2023/1791, which entered into force in October 2023, recasts Directive 2012/27/EU and tightens its mechanisms. It makes the Union’s energy efficiency target binding, applies the energy efficiency first principle to investment decisions, and shifts the trigger for corporate obligations from a size criterion to annual energy consumption. Above a first consumption threshold, the company must implement a certified energy management system. Above a lower threshold, it must have an energy audit carried out and document follow-up on the recommendations. The directive also requires waste heat to be inventoried and its recovery examined.
For an extractive site or an ore processing plant, practical application raises questions that few organisations settle properly. Is the obligation threshold calculated at group level, legal entity level, or site level, and who consolidates the consumption of crushers, conveyors, dewatering pumps, and the vehicle fleet? Have the recommendations from previous audits been reviewed, costed, decided upon, or shelved for lack of an owner? Does metering allow consumption to be attributed to a process, or does it stop at the supplier’s delivery point?
One confusion comes up repeatedly: ISO 50001 certification exempts a company from the energy audit, but it does not exempt it from demonstrating follow-up on improvement measures or from inventorying waste heat. Another point of context for the extractive sector: the same consumption and energy intensity data feed into reporting under the emissions trading system, taxonomy indicators, and obligations under the carbon border adjustment mechanism. A poorly instrumented energy setup undermines all three areas at once.
A compliance audit settles the matter with a yes or no: the energy audit was carried out within the deadline, the management system is certified, the register exists. The maturity assessment answers a different question: at what level of control do your practices stand, and what specific action moves you to the next level. Between a site that endures its audit every four years and a site that manages its energy intensity by process, the gap is not a compliance gap, it is a maturity gap.

Frequently asked questions
Does the assessment replace the regulatory energy audit?
No. The energy audit required by the directive must be carried out by a qualified professional under the arrangements set out in national transposition. The maturity assessment measures the strength of your setup and prepares for this audit, it does not replace it and issues no certificate.
What is the difference between a compliance audit and a maturity assessment?
A compliance audit checks whether a requirement is met and concludes with a gap. The assessment positions your practices on a progressive scale and indicates the action that moves you up a level. The assessment prepares, the audit validates.
Our sites are ISO 50001 certified, is the assessment still useful?
Yes. Certification attests to the existence of the management system, it does not measure the degree of ownership by operators or the quality of process-level metering. The assessment highlights these gaps and allows certified sites to be compared with one another.
How long does the evaluation take?
The short version can be completed in 20 to 30 minutes by an energy officer. The full version, run collaboratively with site managers, maintenance, and management control, generally spans one to two weeks, most of the time being spent collecting consumption data.
Can the framework be adapted to our facilities?
Yes. Themes, questions, and levels can be modified, and the AI produces a version tailored to a quarry, an underground mine, or a processing unit based on your documents. You remain the owner of the resulting framework.
Can several sites be compared with one another?
Yes. The same framework applied to several business units produces a comparable score per theme, an internal benchmark, and a comparison with previous campaigns. A cross-site roadmap consolidates the action plans of individual sites.
How does this assessment fit with our carbon obligations?
