What this framework covers
Directive 2010/75/EU, known as the IED, governs industrial installations’ emissions to air, water and soil. Its Annex I covers slaughterhouses, milk processing, treatment of animal and plant raw materials, and intensive poultry and pig farming above set thresholds. Operators must hold a permit whose emission limit values are set from best available techniques conclusions, published by Commission implementing decision for each sector.
In practice, the difficulty lies not in the text but in keeping up with it over time. BAT conclusions for a sector are published, and the permit must then be reviewed within four years. Who in the organisation tracks the publication of applicable BREFs and triggers the review file? Is self-monitoring data used to steer processes, or merely passed on to the inspectorate? Is the baseline report on soil condition a living document, or a file archived since the last application?
The 2024 revision tightened several points: emission limit values must now be set at the strictest level achievable within the BAT range, a transformation plan towards climate neutrality is expected, an environmental management system becomes mandatory, and the scope gradually extends to more cattle, pig and poultry farms. A common confusion also persists: neither classified installation registration nor ISO 14001 certification replaces the IED permit or the demonstration of BAT compliance.
Classified installation inspections conclude with a finding: compliant or non-compliant, with formal notice where applicable. The maturity assessment answers a different question. It benchmarks each practice on a progressive scale, from no arrangement in place to periodically reviewed management, and points to the action that moves you up a level. It supports comparison between several sites within the same group, and comparison of a site against its own past.

Emission limit values and associated emission levels
Consistency of permit limit values with BAT-AELs, operating safety margins, management of exceedances, handling of start-up and shutdown periods.

Frequently asked questions
Does this assessment confirm IED compliance?
No. Compliance is assessed against your operating permit and confirmed during classified installation inspections. The assessment measures the maturity of your practices, documents gaps and prepares for the deadline. It does not issue any certificate.
How does this differ from an environmental compliance audit?
An audit checks requirements and concludes with a finding of compliance or gap. The assessment benchmarks each practice on five levels and points to the action that moves it up a level. The two are complementary: the assessment builds the trajectory, the audit confirms the state at a given point in time.
How long does the assessment take?
The short version takes 20 to 30 minutes per site. The full version, run collaboratively with operations, maintenance and HSE, generally takes one to two weeks, with most of the time spent gathering self-monitoring data and permit documents.
Can the framework be adapted to our sector?
Yes. The obligations of a slaughterhouse, a dairy and an intensive livestock farm do not overlap. You can amend the questions, levels and themes, or let AI build a tailored version from your operating permits and inspection reports.
How can several sites within the same group be compared?
The assessment runs site by site using the same framework, making scores comparable by theme. A cross-site roadmap consolidates the assessments and groups recurring actions, avoiding funding the same issue ten times over.
Does the 2024 revision change the assessment?
It strengthens several areas: setting emission limit values at the strictest achievable level, an environmental management system, a transformation plan, and the gradual extension of scope to livestock farms. The framework incorporates these themes, which you can weight according to your transposition timetable.
Does answering require technical expertise?
The questions concern management and monitoring practices, not equipment sizing. A site HSE manager can answer them. Questions relating to the process or the wastewater treatment plant can be assigned to the right contributor in collaborative mode.
