The maturity scale

It is this mechanism, a level, a level above, and the action that connects them, that turns an inspection finding into a trajectory of progress.

Is the forecast nitrogen fertilisation plan drawn up and used to manage inputs?

  1. N1

    No forecast plan. Nitrogen doses are decided plot by plot at the time of application, with no prior calculation.

  2. N2

    A plan exists for the season, often reconstructed after the first applications. The calculation carries over the previous year’s doses without using plot data.

  3. N3

    The plan is drawn up before the first application, per cropping block, using the balance method set out in the action programme. Deviations between planned and actual are noted.

  4. N4

    The plan incorporates end of winter residual nitrogen measurements and actual effluent nutrient content. It is updated during the season and reconciled with the record of practices.

  5. N5

    The end of season nitrogen balance feeds into the following plan. Results are consolidated across the network and used to adjust advice, with a documented history per farm.

Action to move from N2 to N3

Require the forecast plan to be produced before the first fertilisation of the season: calculation per cropping block using the regional action programme’s balance method, validation during the pre-season technical visit, and filing of the document in the farm’s record.

What this framework covers

Directive 91/676/EEC requires member states to identify waters affected or threatened by nitrogen pollution, designate the corresponding vulnerable zones, and apply action programmes revised every four years. The requirements are specific: a ceiling of 170 kg of nitrogen from livestock effluents per hectare per year, spreading ban periods, minimum effluent storage capacities, conditions relating to sloping, frozen or waterlogged soils, soil cover during leaching periods, and the keeping of a fertilisation plan and a record of practices. Codes of good agricultural practice apply voluntarily outside vulnerable zones and are mandatory within them.

In practice, the difficulty lies in dispersion. A cooperative or federation works with hundreds of farms, spread across several départements and therefore several regional action programmes, with different livestock operations and cropping plans. Are fertilisation plans drawn up before the season, or reconstructed after the fact when an inspection is due? Do the declared storage capacities match the actual duration of spreading bans in the relevant area? Is the 170 kg ceiling calculated on the actual spreadable area, once land excluded due to distances from watercourses and dwellings has been removed?

One confusion comes up repeatedly: the Nitrates Directive is not the Water Framework Directive, and compliance with action programmes is not the same as CAP cross-compliance, even though the two sets of checks overlap. National and regional action programmes, reviewed periodically, regularly tighten certain parameters, particularly spreading periods and reinforced action zones. A farm that was compliant three years ago may no longer be compliant after a regional programme revision, without having changed its practices at all.

A compliance audit settles the matter: the spreading record exists or it does not, the ceiling is exceeded or it is not. A maturity assessment asks a different question: what level of control does the practice sit at, and what specific action moves it to the next level. Between a farm that fills in its record the day before an inspection and one that manages its nitrogen fertilisation with soil analyses, residual nitrogen measurements and an end of season balance, the audit says compliant in both cases. The assessment tells them apart, and that is what makes it possible to prioritise technical support.

Frequently asked questions

Does the assessment replace an inspection under the Nitrates Directive?

No. Inspections fall to the competent authorities and to CAP cross-compliance checks. The assessment measures the maturity of practices and prepares for those inspections by identifying gaps before they are flagged. Datamensio issues no certification.

How does this differ from a standard compliance audit?

An audit concludes compliant or non-compliant on each requirement. The assessment places the practice on a five level scale and points to the action that moves it up one level. Two farms both declared compliant can have very different levels of control, and that gap is what directs the support provided.

Does the framework take regional action programmes into account?

The requirements of the directive and the national action programme form the baseline. Parameters that vary by region, spreading periods, reinforced action zones, cover obligations, are adjustable within the framework. The AI generates a regional version from the text of the action programme you provide.

How long does the assessment take?

The short version can be completed in 20 to 30 minutes with the farmer or technician. The full version, run collaboratively, takes one to two weeks, with most of the time spent gathering fertilisation plans, records of practices and storage capacity documentation.

Can several hundred farms be assessed?

Yes. The assessment can be rolled out at scale across a portfolio of members, with a score per theme and per farm. The benchmark compares business units or geographic areas, and a cross cutting roadmap consolidates action plans to avoid duplicating the same work.

How do you move from the assessment to upgrade investments?

Each gap identified opens an action plan item, which the service catalogue matches to a solution, with cost, timeframe and expected impact on the score. For effluent storage, this produces a costed view of investment needs across the network.

Does answering require agronomic expertise?

The questions cover management practices and their traceability, not fine grained agronomy. A cooperative technician or a quality manager can answer them. Collaborative mode allows fertilisation or storage questions to be assigned to the right person.

Where is the data hosted?

In France, with OVH, backed up with Scaleway. No transfer outside the European Union. The AI models used can be selected, including from European providers.
