Are customer complaints logged, handled and tracked within regulatory deadlines?

    A register exists at head office, fed mainly by written complaints. Referrals received in branch or by phone appear inconsistently and deadlines are not tracked.

What this framework covers

The BCEAO instruction on customer protection governs the relationship between the institution and its customer throughout the product lifecycle. It covers pre-contractual and contractual information, the display and communication of banking terms, the free provision of certain banking services, the duty to advise, protection of customer data, complaints handling within regulated timeframes, mediation, and periodic reporting to the Central Bank. It applies to banks, bank-type financial institutions and decentralised financial systems, with documentary evidence requirements.

These obligations are diffuse, which makes them hard to steer. They sit within the branch network, in digital channels, in relationship managers’ scripts and in the information system’s configuration. The same practical questions keep coming up. Does the pricing schedule displayed in branch match exactly what is published and what the core banking system applies? Do complaints received by phone, in branch and through digital channels end up in the same register? Is the processing deadline measured from actual receipt, or from logging by the relevant department? Who checks that the free banking services are indeed charged at zero on all relevant accounts?

The topic has grown in importance with the rise of digital payments and electronic money across the WAMU. The same customer may hold a bank account, an e-money wallet and a loan distributed by a partner, each with distinct complaint pathways. A common misconception reduces customer protection to pricing display alone. Controls also cover complaint traceability, the quality of information given before signature, the effective availability of recourse to the mediator, and reliable reporting to the BCEAO.

A compliance audit ends with a binary finding: the obligation is met or it is not. A maturity assessment answers a different question. Frequently asked questions

Does this assessment constitute a certificate of compliance with the BCEAO?

No. Datamensio measures the maturity of your practices and prepares you for inspection, it does not issue any certificate. Only the Central Bank and the WAMU Banking Commission assess an institution’s compliance. The assessment gives you a documented status report and the action plan needed to close the gaps.

What is the difference between this assessment and a compliance audit?

An audit checks whether an obligation is met and concludes with a finding of compliance or a gap. The assessment places each practice on a five-level scale and points to the action that moves it up a level. The two are complementary: the assessment prepares and prioritises, the audit validates.

How long does the assessment take?

The short version can be completed in a single working session. The full version, run collaboratively with compliance, the network, quality and IT, typically takes one to two weeks, most of the time being spent gathering evidence.

Is the framework suitable for a decentralised financial system?

Yes. The transparency, complaints handling and recourse obligations also apply to decentralised financial systems, with proportionality based on size. Questions and levels are adjusted so as not to require a microfinance institution to have the organisation of a branch network bank.

Can the framework be adapted to our organisation?
