Is the decision rule applied to conformity statements formalised and agreed with the client?

    No decision rule is written down. Conformity is declared by direct comparison of the result against the specification, with no explicit treatment of uncertainty.

  2. N2

    A rule exists within a procedure, but it is not systematically referenced in the review of requests nor brought to the client’s attention.

  3. N3

    The rule is documented, referenced in the contract review and stated in the relevant reports. Special cases are still handled on a case-by-case basis.

  4. N4

    Client agreement is recorded for every service involving a conformity statement, the associated level of risk is made explicit, and staff are authorised to apply it.

  5. N5

    The rule is reviewed periodically against actual uncertainties, client feedback and sector requirements, with a documented history of revisions.

What this framework covers

ISO/IEC 17025 is the standard underpinning accreditation for testing and calibration laboratories. The 2017 version is structured around five blocks of requirements: general requirements (impartiality, confidentiality), structural requirements, resource requirements (personnel, facilities, equipment, metrological traceability, externally provided products and services), process requirements (review of requests, selection and validation of methods, sampling, measurement uncertainty, reporting of results, complaints, nonconforming work) and management system requirements. It is not self-declared: it is assessed, by an accreditation body.

In practice, the gap rarely sits in the procedures themselves. It sits in their everyday application, at the bench and in the calculation files. Are uncertainty budgets recalculated when the method changes, or simply carried over from an earlier version? Are staff authorisations reassessed after a period without practice, or granted once and for all? Do interlaboratory comparison results trigger a documented action when the z-score falls outside the limits? These are the questions the assessor asks, and rarely the ones the quality manual answers.

The 2017 version shifted several points of emphasis compared with the 2005 edition. A risk-and-opportunity approach replaces preventive action. Impartiality becomes an explicit requirement, to be identified and continuously monitored. The concept of a decision rule enters the scope: when a laboratory states conformity of a result to a specification, it must explain how measurement uncertainty is accounted for and have this rule agreed with the client. Many laboratories have updated their documentation without ever formalising this decision rule or recording its agreement.

An accreditation audit concludes with findings: a requirement is either met or it is not. The maturity assessment answers a different question. It places each practice on a progressive scale, from informal action to a practice that is monitored and improved, and points to the precise action that moves it up to the next level. This is useful ahead of a first accreditation application, between surveillance assessments, and to compare several sites within the same laboratory network.

  • Equipment and metrological traceability

    Equipment inventory and identification, calibration and intermediate check plans, traceability to reference standards, drift management, labelling and decommissioning.

  • Methods, validation and uncertainty

    Method selection, verification prior to use, validation of developed or modified methods, evaluation of measurement uncertainty, control of data and calculations.

  • Sampling and handling of test items

    Sampling plan and associated records, receipt and identification of items, transport and storage conditions, handling of deviations noted on receipt.

  • Quality of results and comparisons

    Control charts and reference materials, participation in interlaboratory comparisons and proficiency testing, analysis of outlying results, actions triggered.

  • Reporting of results and decision rule

    Content and accuracy of reports, statements of conformity, formalisation and agreement of the decision rule, opinions and interpretations, amendment of an issued report.

  • Management system and improvement

    Control of documents and records, actions to address risks and opportunities, nonconforming work, complaints, internal audits, management review, corrective actions.

Frequently asked questions

Does this assessment replace the accreditation evaluation?

No. Only an accreditation body grants ISO/IEC 17025 accreditation. The assessment measures the maturity of your practices and prepares for the evaluation by identifying gaps before the visit. It grants nothing.

What is the difference between a maturity assessment and a conformity audit?

An audit checks whether a requirement is met and concludes with a finding or a conformity statement. The assessment places the practice on a progressive scale and points to the action that moves it up to the next level. The two complement each other: the assessment prepares, the audit validates.

How long does the assessment take?

The short version can be completed in a single working session. The full version, run collaboratively with the quality manager, the technical manager and the metrology leads, typically spans one to two weeks, most of the time being spent gathering evidence.

Does the framework adapt to our technical domain?

Yes. The questions, levels and themes can all be modified. AI adapts the framework to your scope, mechanical testing, chemical analysis, calibration or biology, or builds a version from your quality manual and procedures.

Can several laboratories within the same group be compared?

Yes. Assessments run on the same framework can be compared across business units and over time. A cross-site roadmap consolidates action plans from several sites and avoids duplicating the same work.

How does this framework relate to ISO 9001?

ISO/IEC 17025 offers two options for the management system, one of which relies on a system compliant with the principles of ISO 9001. A laboratory already certified can reuse part of its documented system, but the technical competence requirements remain specific and are assessed separately.

What does the assessment produce once complete?

A score per theme, a target, and the gap between the two that generates the action plan. AI groups the actions into a prioritised roadmap, and the service catalogue opens a solution against each item, with its cost, timeframe and impact on the score.
