Are learning outcomes defined and used to build assessment?

  1. N1

    No formalised learning outcomes. Content is described by topic, assessment is left to the trainer’s judgement.

  2. N2

    Learning outcomes appear in some programme sheets, with no established link to assessment methods.

  3. N3

    Every published pathway has learning outcomes, and assessments are explicitly linked to them. A few older pathways still need updating.

  4. N4

    The match between intended outcomes and assessments is checked before any pathway goes live, tracked and signed off by the pedagogical lead.

  5. N5

    Learning outcomes are revised based on pass rates, employer feedback and changes in the profession, with a documented history of revisions.

What this framework covers

ISO 21001:2018 is a management system standard, built on the common ISO high level structure, but dedicated to organisations delivering educational products and services: schools, universities, vocational training centres, internal training departments, publishers of learning content. It introduces its own concept, the EOMS (Educational Organization Management System), and puts the learner at the centre: needs identified, pathways designed, learning outcomes assessed, accessibility and equity taken into account. It is certifiable by an accredited body.

In practice, it is difficult to manage because it deals with something intangible: the acquisition of competence. Are learning outcomes defined before a pathway is designed, or reconstructed afterwards for the catalogue? How do you prove that assessment measures something other than immediate satisfaction? Are the needs of beneficiaries other than the learner, employer, funder, oversight body, formalised anywhere or left implicit? These questions matter even more as provision goes digital and pathways blend classroom, remote and self-paced learning.

One confusion is worth clearing up: ISO 21001 is neither Qualiopi nor ISO 9001. Qualiopi is a French national framework conditioning access to public and pooled funding; ISO 9001 applies to any organisation. ISO 21001 is specific to educational organisations and goes further on pedagogy, learner data protection and accessibility. The three overlap partly. A single body of evidence often feeds several initiatives, provided you know which ones.

The maturity assessment answers a different question from a certification audit. The auditor concludes with a nonconformity or a conformity. The assessment places each practice on a progressive scale and points to the action that moves it up a level.     Admission and guidance, individual follow-up, accessibility and adjustments, fair treatment, handling of complaints and appeals.

  • Assessment and internal certification

    Assessment methods, consistency with intended learning outcomes, impartiality of markers, traceability of results, issuing of certificates.

  • Learner data and confidentiality

    Collection and retention of personal and progress data, access rights, platform security, use of analytics tools and automated systems.

  • Measuring educational performance

    Success, attendance and placement indicators, feedback from beneficiaries, internal audits, management review.

  • Continual improvement

    Handling of nonconformities, corrective actions, pedagogical lessons learned, comparison over time and across sites.

Frequently asked questions

Is ISO 21001 certifiable?

Yes, by an accredited certification body. The Datamensio assessment measures the maturity of your educational management system and prepares you for that audit, it does not issue any certificate.

What is the difference between this assessment and a certification audit?

An audit checks that requirements are met and concludes with a nonconformity or a conformity. The assessment places each practice on a progressive scale and points to the action that moves it up a level. The assessment prepares, the audit validates.

Does ISO 21001 replace Qualiopi?

No. Qualiopi conditions access to certain funding in France, ISO 21001 is an international management system standard specific to educational organisations. The two overlap partly: a cross-cutting roadmap allows you to run both initiatives together without duplicating actions.

How long does the assessment take?

The short version can be completed in a single working session. The full version, run collaboratively with pedagogical management, quality and IT, usually takes one to two weeks, most of the time going into gathering evidence.

Can the framework be adapted to our institution?

Yes. Themes, questions and level wording can all be changed. The AI can also produce a variant from your quality manual and procedures, for example to distinguish initial training from continuing education.

Can several sites or schools be compared?

Yes. The assessment scales across all business units, with benchmarking between entities and against previous campaigns. The AI groups common gaps into a consolidated, prioritised roadmap.

Do you need quality expertise to answer?

No. The questions cover management and pedagogical practices, not standards vocabulary. Collaborative mode lets you route technical or legal questions to the right contributor.

Where is the data hosted?
